nothing like the bait and switch. i wonder if any of the less healthy state employees are looking at suing the state. i think a good argument for discrimination or breach of contract could be held.
i think a good case of discrimination could be justified. i know in one agency they only "seemed" to take the older and unhealthy workers and move them to VITA, while younger - age wise and employment wise -stayed with the agency. were they "deadheading" employees by their "natural selection" process? it it looks like poop, smells like poop, then it must be vita-speak poop.
