October 25, 2005 — The Virginia Information Technology Investment Board today voted unanimously to select Northrop Grumman for a potential 10-year partnership agreement valued at $1.986 billion to modernize the Commonwealth’s information technology (IT) infrastructure and services.

Not in the least bit surprised. I was at COVITS and saw the way VITA was cozying up to Northrop. This deal was inked long before the ITIB voted on it. That's the sort of shady dealings we've come to expect from VITA.

Will current VITA employees get all of the jobs, or will locals in SWVA get to apply as well?
Good question. I suppose if current employees move to SWVA, they'll be able to keep both of their goals (low employee terminations, high job opportunities in SWVA).

If Northrop can't get the current VITA employees to move to SWVA, will they:
a) hire locals, or...
b) move in their own people?

This proposal leverages the current employees of the Commonwealth, augmented with staff drawn from Northrop Grumman’s 32,000 Virginia-based and 120,000 total employees for obtaining sufficient numbers of qualified workers.

We will give individuals the right of first refusal for the positions that they currently hold to the maximum extent possible, with the understanding that there may be differences between our proposed organization and the current organization.
We reserve the right to screen the existing personnel and seek independent appraisals of their past performance. We will hire only those employees who have good performance records, high work ethics and meet our qualification criteria for the job.
Publish employment for roles not filled by current Commonwealth staff in the local areas to broaden
our resource pool for any positions that are not filled by incumbent personnel.
Looks to me like they are pretty much free to hire or fire anyone they want.
