Incredible VITA Cost-Savings Plan!

In a completely expected yet out-of-control turn of events, VITA announced their plan to complicate management beyond the ability to discern success by adding a SMO, hiring 26 more NEW managers and FTEs at salaries far in excess of the state average, some higher than the Governor makes!

I'm STUNNED (but not surprised). How many real workers could we have for what they are going to pay these managers? One of the biggest reasons VITA couldn't get their job (of managing IT) done was that they had too many chiefs and not enough Indians. We don't need more managers in IT, we need more people with practical knowledge. I suppose I'm stunned because I can't believe how blatantly the VITA elite are lining their pockets (and the pockets of their 26 closest friends). To mix metaphors, VITA management is feeding the workers to the lions and fiddling while Rome burns. Plus they are mostly keeping their own jobs and thus profiting from the feeding and burning.

Why would they need the position listed below (and not filled yet) if the reorganization is a done deal? Just to give another DIT/DMV/VITAite a job making big ole bucks? Sweet deal. Wish I was in on it, but sadly I'm one of the people sold to the lowest bidder.

I've been working in IT, public and private, since God made old dirt and I don't see any real measurable responsibilites of these positions. Just what we need!!! More Layers of overpaid, non-working PAPER PUSHERS!!! Why do we even need VITA anymore?

It's getting worse much quicker than I ever anticipated!!! I thought they would at least get the stationary changed before they started really openly abusing the taxpayers. They don't even have both feet in the door yet. My lord, I hope no one needs new toilet seats. I think the Feds got really good deals on those from their private vendors... Wasn't it like $100,000 per seat?

They just keep hiring and hiring and hiring and all the while selling out the employees that are actually doing the work. UNBELIEVABLE!!!

I'm just flabergasted that someone somewhere is not doing something. Where are you agency heads?!?!?!?!?

If you knew anything at all about international IT management standards (read in ITIL here) you would know what a Service Management Organiztion is for.

ITIL is a process based approach to IT service management, which focuses attention on key activities and optimized service quality, within a reasonable and justifiable cost.

So why does VITA need 26 more employees?

Using ITIL standards to organize IT services and thereby improving communication, cooperation, and spending doesn't seem to fit the bill here. How does outsourcing the actual workers to a private company help us when the IT decision-makers (IT Managers) are still in place, both at VITA and at the agencies? Seems like we've just added on extra red tape and extra expenses for most of the agencies.

How does that make it any better than before when we went to IT staff and IT staff went to Agency Head for budgeting? Is Private Company or VITA really going to tell Agency Head he can't do what he needs to do?

Our agency has been able to accomplish a huge amount of work without needing 16 layers of supervisors and paper-pushers. I understand that for the good of the entire Commonwealth, some things should be shared to control cost. For things like PC equipment, servers for small agencies, etc. I can see where combining them and controlling cost is beneficial. For the larger agencies or agencies that have large systems needs, the outsourcing of IT workers isn't going to help but instead appears to hinder.

Why not just have service groups at VITA for the smaller agencies that want/need help and assist the larger agencies in getting done what they need done? Why not have all agencies required to check with VITA to see if a service or item can be obtained cheaper through them and if not, do their own thing?

Don't even start with the IT people in the agencies are too slow or uneducated to understand what they need. This is not the case. Just because the big state systems are old doesn't mean the IT people want it that way. It's all a game of budget and time. We all want efficient systems that integrate and we all want the best deals for our pennies but outsourcing IT workers is not going to make it happen.

Please explain how it will personally help us (not just a textbook answer). I am truly interested in an honest answer and looking for the silver lining here.

I requested comments from VITA and the Secretary of Technology, but unless that brief quip about ITIL was from all of them, I've received no response. I know we are but mere cogs, but I had thought that maybe it was all just a strange misunderstanding.

Maybe, we're just not in the "need to know" group...

I sure wish VITA would let the cat out of the bag and give some information, if they can, on what's going to take place. It's becomming impossible to make any long-term plans that involve any IT resources. We do still have deadlines and project plans in the agencies. I see in their presentations that VITA is keeping the agencies informed but the only information I've seen or heard is the press, their powerpoints, and the blogs. It's a shame we have to dig around through the deeply buried presentations on the web site to even get snippets of information.

I know each agency has an employee that goes to the VITA meetings and such but ours always says they are not "at liberty to discuss VITA issues". No help there either!

Does anyone know if there is somewhere we can sign-up for a newsletter or something or is that only for VITA employees?

And agencies will still get stuck handling the real work, only now having had IT resources stripped. Thank God VITA now has a fine souvenir shop. Let them eat cake.

Well, I went to the last meeting at the library as my agencies rep. the tune has now changed from cost savings to "its going to cost more and people are going to loose their jobs. No doubt they dont want to have this info and tune change getting out. Who is that writer for the times? Here is what I know about the management transition that is happening, Chad Wirz, part of the IBM outsource of Allied Chemical, Chris Saneda and Fred Duvall also of the IBM outsource of Allied Chemical, Barry Condrey of the recent emense job cutting at Circuit City. the lower managers who are getting SLD spots etc are rejects and yes men who will lie to your face(just caught one of 'em doing just that yesterday) and assist with the gutting of the agency. These guys are too stupid to even realize what they are being used for.

Whatch carefully for more smoke and mirrors, they seem to be stocking up on contractors in several areas. I suspect that this will be used to show how much cost savings was realized almost immediately after June 30/06. l
