All in the Family

I was looking through various job openings - as a blogger is want to do, just in case - when I ran across a nice little VITA position opening up:

As a Program Manager for the Virginia Information Technologies Agency (VITA), this is the single point of responsibility for leading the change program for the detailed design and implementation of the future VITA organization. Incumbent will provide leadership and management including program planning and changes to organizational units throughout VITA. Incumbent will ensure the changes are integrated with other large scale efforts underway at VITA, in particular the Private Partnership Enterprise Agreements (PPEA) programs for infrastructure and enterprise applications delivery.

What I'd like to know is, why are all the important jobs only available to VITA employees? Does every single Director, Executive, and BigWig have to be part of the "Buddy System" that DIT (sorry, I mean VITA) is famous for? Why does the new blood only go to the garage refinishing jobs?

i think you hit it on the head. vita talks about change, but they make sure they've stacked the deck with their own people so the change doesnt change very much.
