I would like to contribute some of my pieces regarding Title IV-D welfare. The new welfare program that has sucked in the middle=class and wealthy at our expense. The program basically pays the states to create absent parents and collect child support from them. The welfare program has no means testing and NO ELIGIBILITY RESTRICTIONS.

I'm glad you asked. Title IV-D Welfare is a program under the Social Security Act.

Basically, it is encouraging states to create "absent" parents to fit nearly all parents into the State run family management programs. Often done under the guise of child support enforcement, middle-class and wealthy parents are being placed into the programs to trump up State participation numbers.

Why? Because every single person that the State adds into the program there is a federal reimbursement block grant increase and additional incentive monies. Indeed, it is a welfare program without eligibility requirements at all. A $4.2 Billion drain on our real safety-net programs.
